In this action packed series, we tell their stories.

The Kalina road, meaning the road of the decapitators, is one of the most dangerous road in the Philippines and has claimed a lot of lives. Ancient buses pitch dangerously on the side of the ravines. Each driver must be accompanied by a road worker, whose job is to clear the rubble out of the way and avoid mud slides which could tip the vehicle over the edge. But some villages are inaccessible by bus. Passengers must either walk, or take a scooter taxi.

One out of of every four euros in Spain is money generated on the black market. But what is it that makes people tolerant of a shadow economy?

Strong moral justification for this can certainly be found in the corruption run amok in Spain, with cases of embezzlement of public funds and breach of trust becoming daily revelations. Virtually everyone in Spain has taken part at one time or another in the shadow economy, either by agreeing to pay or be paid off the books and, therefore, without VAT, or by simply finding this practice to be perfectly normal. Following this premise, the report looks at the problems generated by Spain's huge black market, while trying to understand how the country has found itself in this extreme situation.

In the program a number of anonymous individuals justify working in the shadow economy: a fashion designer who works completely off the books and doesn't even have a bank account; an unemployed worker who does repairs in private homes; a mechanic who has two jobs but no contract; a gym monitor who performs concerts with her music group and is paid under the table; a housewife who renovated her entire home without paying a cent in VAT; and an accountant who helps his clients find ways to cut their tax bills. These people claim that they have no choice and that they're fed up with seeing taxpayers' money poorly managed.

All of this serves to explain how Spain has become the country with the second largest shadow economy in the developed world. 25% of all the money circulating in Spain has been generated on the black market, and not a single cent of that money has been paid in taxes or Social Security. Only Greece, with a rate of 27%, tops that.

Cause or effect? All of the experts interviewed in this report agree that while the shadow economy is the result of the lack of job opportunities in times of crisis, they also see it as one of the worst threats to the welfare state.

Experts on the subject interviewed in the report include: economists Xavier Sala i Martín, Arcadi Oliveres and Oriol Amat; the world's leading expert on shadow economy, Friedrich Schneider; Secretary General of the Spanish trade union CCOO, Joan Carles Gallego; and the CEO of PIMEC (Association of Employers' of Small- and Medium-sized Companies) Josep González.
